I have the honour to enclose herewith copy of a letter I have recɛived from the British Chamber of Coskree in which they draw my attention to the fact that article 4 of the "Re ulations governing the Registration and Control of Foreign Exchange held abroad by Chinese citizens" promulgated by the residential
scree of August 19th 1948 is being interpreted in such a way in hanghai ns to give rise to the possibility of text the control of several ex-China Hongkong Companies coming into the hands of the Chinese 3.verment. This prospect is a matter for come concern.
The wording of the rticle in question does Bee: to bring the shares of the ex-hina Hongkong Companies within the scope of these gulations, but the Companies scen to make out a fairly strong case why their shares should not come within the Boops of these gulations; and I have been informed verbally by the acting chairman of the h::res ub-Comittee of the Chamber that Dr.
. Liu, Deputy Governor of the Bank of Chim, scened olit à boubt as to whether fuch shares should com within the scope of these Regulations.
I have the honour therefore to refer this matter to you Dr such metion: you think fit. It would undoubtedly be of great help to British interests in Thim could you secure a riling from the appropriate Chinese thorities that the shores of ex-hina Fongkong Com anies, although expressed in terms of Hong ong Dollars, do not come within the scope of these Regulations.
